End-to-End Latin America POP Rollout for a Chinese Internet Company: 29 Nodes Across 16 Countries, Door-to-Door

A Shanghai-listed internet company needed to deploy 29 network POP nodes across 16 countries in Latin America and the Caribbean. After months of failed attempts to find a single logistics partner capable of covering all locations with door-to-door customs-cleared delivery, they turned to TWOSHEEP. Challenge

The project spanned 29 data center POP nodes across 16 countries: Brazil, Mexico, Argentina, Chile, Colombia, Peru, Panama, Ecuador, Uruguay, Venezuela, Bolivia, Paraguay, Guatemala, Dominican Republic, Jamaica, and Suriname. It presented four major challenges:


First, high customs barriers across Latin America. Import regulations vary dramatically across South American nations. Countries like Brazil and Argentina impose particularly strict controls on telecommunications and networking equipment, requiring extensive documentation and presenting a high risk of customs delays if handled incorrectly.


Second, extreme geographic dispersion. With 29 nodes spread across 16 countries and multiple major data center operators — including Cirion, Equinix, KIO, ANTEL, Tigo, and Ufinet — each site had its own receiving requirements, making a standardized logistics approach impossible.


Third, no single logistics provider could cover all nodes. The client had spent months approaching international freight forwarders, none of whom could commit to door-to-door, customs-included service across all 16 countries. The project was at a standstill.


Fourth, complex, multi-SKU equipment manifests. Each node required a precise combination of Arista DCS-7280SR3-40YC6-F switches, H3C routers, DELL PowerEdge R640 servers, 1G/10G optical modules, fiber patch cables, network cables, and power accessories — all of which had to be kitted, labeled, and shipped per-node without error.

Solution

TWOSHEEP mobilized its Latin American supply chain network and implemented a three-tier strategy: unified export, country-by-country customs clearance, and last-mile door-to-door delivery.


Unified Export & Node-Level Kitting

Shipping from Shanghai, our operations team sorted and packaged all equipment by country and data center site, labeling each shipment for direct onward transfer upon arrival — eliminating the need for any secondary sorting in-country.


Country-Specific Customs Clearance Network

Drawing on long-standing relationships with customs brokers across Latin America, TWOSHEEP prepared tailored import documentation packages for each country — including certificates of origin, technical product specifications, and commercial invoices — with particular attention to high-risk markets such as Brazil, Argentina, Panama, and Venezuela.


Real-Time Logistics Visibility

The client received access to a consolidated tracking dashboard providing real-time status updates for all 29 nodes, enabling their project team to coordinate data center receiving arrangements in advance.


Last-Mile Door-to-Door Delivery

Upon customs clearance in each country, local partners executed final-mile delivery to the designated data centers — coordinating directly with facility security and receiving teams to complete verified handover at every site.
